Congestion Management Process (CMP)

This Sun Coast Transportation Planning Alliance Congestion Management Process (CMP) provides information on transportation system performance across the eight-county region and offers strategies to alleviate congestion and enhance mobility of people and goods.

While the Federal Highway Administration (FHWA) does not prescribe a congestion management process, it offers guidance as to an effective process model that adheres to best practices in performance-based planning. The FHWA guidance includes an eight-step process model that begins with identifying regional objectives and includes the necessary steps to evaluate network performance and identify program investments, where each step is discussed below.
