  1. I am glad to see the proposal of a Resolution on Passenger Rail in the Interstate 4 Corridor. I do think a major elephant in the room is the lack of dedicated local funding for transit projects and transit operating costs in the Tampa Bay Metro Area. For Brightline and expanded Amtrak service to be effective, the transit connections from Downtown Tampa to major destinations in the Tampa Bay Metro Area would have to be significantly improved. Florida’s Legislature needs to give municipalities like Tampa, Clearwater, and St. Petersburg the opportunity to be able to have transportation sales tax referendums. Dedicated local funding would be used to match state and federal grants and pay operating costs.
    Florida’s Legislature also should pass legislation to allow for Tourist Development Tax revenue to be able to be used for the capital costs and operating costs of express bus routes. The current PSTA 100X and 300X express bus routes lack the frequency and reliability to be a competitive alternative for regional travel. It would not take much funding to improve and expand express bus routes in the Tampa Bay Metro Area. If we are serious about expanding passenger rail along the I-4 Corridor, we need to get serious about improving transit in the Tampa Bay Metro Area.
